L’implementazione della Carta globale dei rapporti di lavoro in Volkswagen

Abstract

Against the background of processes of internationalization trade unions have to face their own limited capacity to act, which is largely circumscribed by national boundaries. In the light of the limited capacity for legal regulation at transnational level, one of the best options available to create a social framework seems to consist in forms of selfregulation through the conclusion of Transnational Company Agreements (TCAs). In order to better understand the real impact of these agreements on national industrial relations it is necessary to investigate whether and in which way TCAs have been implemented at national level. In this article we will analyze the implementation of the Global Labour Charter which was signed in 2009 at the Volkswagen Group. The case study suggests that what matters in the process of implementation is the active involvement of the various actors at the different levels.
